Is it hard?
It starts gently and teaches as you go. By the later chapters, with two cars and an ambulance, it is genuinely hard, and every level can still be solved.
Does the driver cheat?
Never. It sees the same town you do and simply plays its best move every turn, which is why outthinking it feels so good.
